I am trying to boot it with no RAM, no HDD or anything connected and still no picture. I think that the graphics card is dead. The only way is for me to have another computer together. I got plenty of spare parts so I might be able to knock one together lol.

Doesn't sound good, the best thing you could try is as leviathon said try a spare graphics card!
Possibly to late to mention however I used to have an ATI x1950 PRO (AGP) and that had 2 molex power connections at the rear of the card, The fan would spin when I turned the computer on but it wouldn't display anything. Something to note from this is that the machine failed to boot into Windows when the power was disconnected from the card.
I only know Windows didn't boot because there wasn't any login jingle you normally get when XP displays your desktop.
The other thing I want to ad is that my nVidia 9400GT wont run unless I connect it to the S/PDIF on the motherboard as well as the pci-e slot
Good Luck.
is it the graphics card on the board or one that been fitted if it is remove it and use the motherboards graphics and see if you can get a signal from that if you find one thats compatible and bang it in but you might be wasting your money if your still not getting no signal are you getting any beeps when you turn it on because your mother board might be dead?

could use a voltmeter to see if it's pulling in electricity.
I did not see this asked, so here goes.
Does your video card have one power connector, or 2?
If one, do you have the Video card on its OWN 12 volt rail, or is it shared? My 7800 card would not display anything until I put it on its own 12 volt rail. If your PSU has a single rail, this does not apply.
