Payment Manager?

I am looking for a program that can help me manage who has paid and who hasn't.

For example:
Say i set-up a hosting website for example and i want everyone to pay $10 a month from when they join. I want to be able to see who has paid and be able to send an email out to all those who haven't paid.

Any idea's?

If this is for a hosting website I would recommend WHMCS http://www.whmcs.com/ This is by far the best automated script for hosting I have ever had the pleasure of using.
