Database Software?

Question 1)
I want to start creating a database which has contacts, addresses, business names, etc of people. Does anyone have any software they recommend?

I need one that is able to send an email to everyone in that database if required.

Question 2)
Also is it easy to link a like that type of Database and a Website database together?

For example say you are collecting a list of shops and you have entered:
- Shop A

You can open the database software which can you use to edit or add a new shop. You then decide you want to add a new shop.
You add all the details and press save. This new shop would then somehow reflect onto the webpage?
This would save time adding the information in one database and then adding it again in the websites database

Postgresql is one good database. Just use a 3rd party database manager. EMS has a free version of their postgre manager. Just download.
