I don't know. It's to trick us into forgetting how terrible IE7 was compared to IE6 then pull the rug out from under us when they redesign the UI on IE8 between the last public Beta and the final release.

Well touchwood, Microsoft products give the least amount of problems when installing. I tried Vista Betas and they installed like a gem.
So I am going to try this but not now. I will probably start with Beta 2. But below is some more information for you guys. I found it somewhere and it may be useful for you as it elaborates more on it's features.
Microsoft has put in place the preparations for Internet Explorer 8 Beta 1 ready for Mix 08.
A full features page has been revealed which lists the following additions to Internet Explorer:
* Activities
* WebSlices
* Favorites Bar
* Automatic Crash Recovery
* Improved Phishing Filter
Activities allow users to lookup/send information in a right-click contextual menu, such as retrieving an address map from Windows Live Maps, submitting a story to Digg, sharing a page on Facebook etc. WebSlices allows users to crop a specific area section of a site and bookmark it. Improvements have been made to the phishing filter which continues to block known Phishing sites and now blocks sites known to contain malicious software that could harm users’ computer or steal their information.
Perhaps one of the best new features is Automatic Crash Recovery which recovers your tabs if your browser crashes. It is widely expected that Microsoft will release the first beta of Internet Explorer 8 at this years Mix 08 which begins today.
The download is now live and can be installed on Microsoft Windows Vista, XP, Server 2008/2003
Its good that microsoft has launched new IE8 to cover up the terrible IE7, let me try it.

What's all the excitement, its just another slightly better looking and pretty useless proprietary browser. IE still can't compare with Mozilla Firefox when it comes to personalising a web browser through add-ons and actual useful stuff, like proper security.
Most of these 'new' features that are being trumpeted have been availiable for Firefox users for ages.
just now downloaded the ie8 beta, to tell the truth i would say its a stupid software. its slow. to type this it made me to think that i am working on a 20 year old system.

This may save Microsoft from the continued criticism around the world!
Good idea of trying to shift the attention of users.
I'll give it a try!
Edit:
What does tis mean?Internet Explorer 8 is designed to work in standard mode out of this box. However, Microsoft provides a way for users to browse the web in a way similar to Internet Explorer 7 by using the emulate Internet Explorer 7 button on the chrome. Learn more.
