Maybe having a Free VPS plan with very very minimal specs

Like...

Ram: 128mb

Storage space: 5GB

Transfer : 7GB

No auto backups
Just the free control panel
Choice of only 1 OS

Or is this a little too much? I mean it would be pretty cool as it would be the only free vps around?

Won't happen. Free VPS's aren't like Free Hosting - for hosting you can fit thousands of accounts on one server without much of a problem. For VPS's, you can't - you pretty much would have a system with about 4mb ram, 250mb storage (if that), transfer would be fine, but you'd also have such a limited cpu it'd take the OS an hour to boot.

That's the real problem; a VPS is essentially a virtual machine running as a separate instance on the server. You can't fit nearly as many onto the server without crippling all the VPS's.

Also there is the fact that each VPS needs its own IP address...
So yeah, I afraid it's not going to happen :-P

Denied. :P Yeah, as they said, it would require way too much resources. You'd have better luck pushing for free shell accounts. ;)

who ever said root, jailshell with access to cd, ls, php, and a shell script which runs rm -rf /* as root

cPanel can provide shell access that completely jails users to their home directory.

This would be really nice, But it would make x10hosting services very ****ty, Sorry to use such a word but its true the sites would run really slow and it would cost x10 a lot of money to do this.
