We do have a Java-based IRC client from the last I've checked, plus you can always use your own client installed on your PC/Device if you so wish should you not have Flash enabled. As far as PHP goes, we'd have to create one or find a script we can use for the IRC in order to do a straight-up PHP/Javascript chat.
