You're asking if you can set up a Ponzi scheme, a criminally fraudulent enterprise, on x10Hosting servers. I think it's fairly safe to say that such a scheme would fall under the "any material in violation of any Federal, State, or Local regulation" umbrella in section 1 of the Terms of Service.
The answer would be a resounding NO.
It's also quite probable that your account, whatever you use it for, will come under some extra scrutiny now that you've expressed an intent to commit one form of fraud. x10Hosting cannot afford even the appearance of complicity in any criminal enterprise; having your servers blacklisted both by domain and by IP by ISPs (and, where applicable, by entire nations) is not exactly good for business.
