can not connect to remote mysql server

I have a remote mysql server since i cant connect to a x10 database. Every time i try to connect via an install script, i get an error;

Can't connect to MySQL server on 'sql09.freemysql.net' (4)

Remote MySQL connections to and from X10's servers are not allowed on free accounts.
