cannot open cpanel

My cpanel address is:

http://starka.x10hosting.com:2082/

I can open it using pubic library computers, but not with my own laptop utilizing public library wi-fi service.

I tried on other peoples laptop in the same library and get the same result with public library wi-fi.

It might have something to do with the router security setup for wi-fi.

Before investigating any further or maybe making suggestions to the library, any one can tell me where to start look for about the unique cpanel http address that includes colon?

The :2082 is the port number. To access a web page, the normal/default port is 80. Some networks (school, library) block ports other than 80 (and a few other).

you could try using http://cpanel.yourdomain.com, where you switch yourdomain.com for the actual domain you have as your main domain

If you are using Internet Explorer, this is the preferred method as Internet Explorer is known to give problem with non-standard ports.
