Having a good moderator staff and possibly forcing Admin approval of new registrations, setting up automatic forum pruning and inactive user pruning, should go a long way toward keeping disc space and memory usage to an acceptable amount.

Anyway setting up a forum is the easiest thing every, I'm sure it'll be fine
