There have been no different php levels for free hosting accounts in two years. All free hosting accounts now have what used to be labeled intermidiate so that's not what's wrong. If the error message says that it's blocked for security reasons, then that's not going to change. This is because php settings cannot be changed on an individual account basis, all settings are set server wide.

In addition to what calistoy said, exec was never actually allowed on the intermediate plan we had quite some time ago. Exec was an "Advanced" level addon, and I can count the number of accounts who were granted Advanced on one hand with my thumb cut off - it just didn't happen.
Exec is a major security risk which is why it's no longer available even on a case-by-case basis.
