yes, i've tried and this is the result when I try to login my cpanel:
URL Error (110): An error has occured while trying to browse through the proxy.
Failed to connect to the specified host. Possible problems are that the server was not found, the connection timed out, or the connection refused by the host. Try connecting again and check if the address is correct

The only way to do that is to ask for the deletion of your current account by posting your cPanel username and then verifying that you've taken all necessary backups (it's part of the form even though you can't access the server anyways.) But there's no guarantee that when you sign up again that you won't get starka again or will get stoli. We don't change hosting servers on request.

By the way, is it the port number, IP address or the domain name that your ISP blocks? If it's the domain name, then all free servers have the same domain name. Example: starka.x10hosting.com, stoli.x10hosting.com
