Cannot access cpanel

I live in a hostel in a institute where all connections to outside world are through authenticated proxy. I cannot access cpanel from here. It says proxy server is refusing connections. I cannot ask administrator to open a port.
I found one workaround :

but after login it says that server is not currently licensed.

Is there any solution?
