Clarity on TOS (Shoutbox)

Can I include a shoutbox without auto refresh (AJAX) on my free site? This would work similar to a topic post on a forum. Or are they totally forbidden?

You can use an iframe like arrangement, linking to a chat service hosted by somebody else. I believe 123-flashchat does something like this.

But anything else, no. If it's hosted exclusively on your account, it is not allowed.
