About LinkBacksApparently Gallery 2.3 does not want to install on these servers..When it gets to Step 7 (or 8 ) Install Gallery Core, nothing happens, it just takes a long while to load.

If that step uses something like CURL to contact/update/download from the script's home site, it would hang the script since outgoing port 80 has been disabled due to repeated abuse by a few.
Without knowing exactly what that step does, that is the best I can do. You might ask the creator of the script what is going on at that point of the install.

I don't think anything like CURL is the issue since Gallery 3 works fine.
