I remember the CPanel Password, can login and use, but cant change my ftp password from there... and cant even create a new user with access to root directory
please Administrator PM me the FTP password

Your cpanel username/pass should also be your FTP username/pass...

Please try updating the password from your account panel; Account -> Update Password
That would change the password for: Account panel, forum, ftp, cpanel
Changing there would also be the only way to change the "root" ftp account, which is your cpanel username and password.
