If you want to upload a file to the server, the two easiest ways are to 1) use the CPanel file manager or 2) use a FTP client program to connect to your server.

I suggest watching the following CPanel videos to get your started:

I'm not sure what ip.php and log file are, but if they're on your computer or the server, either method will work to upload or download these files.
