The vBulletin files on your account were examined and the required license for the vBulletin was not found.
A legal copy of vBulletin should have a valid legal license.

And while "no vb license #" is not permanent because you can provide your license #, we verify it, and we unsuspend you, being busted with a nulled vBulletin -is- a permanent suspension which results in your immediate removal from the hosting service.

And yours is indeed nulled after a recheck; the phone-home code has been removed illegally. Enjoy the permanent suspension, you earned it!
