If you'd like to upgrade to Illuminated or Premium package, then your account can be moved to it and you can use that shoutbox all you want. Otherwise, it's a permanent suspension for a zero tolerance violation of x10hosting's terms of service that you agreed to when you signed up for an account.

Edit: Also, do not continue to create new threads about this same issue or it will be taken as spam and cause you to be banned from these forums. Your account is still permanently suspended unless you upgrade. The rules stand as already written, and you agreed to them when you first signed up.
