New user getting Forbidden

http://www.kshdouble.x10.mx/cgi/index.pl is set to chmod 755
and has a sheebang of
#!/usr/bin/perl

it gives
Forbidden
You don't have permission to access /cgi/index.pl on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I unnderstand the 404 as I have not set up any error documents but do not understand why
public_html/cgi/index.pl is causing a 403 (Forbiudden) error

Any assistance you can provide would be gratefull;y appreciated.

cgi is disabled on free hosting. You will need illuminated or premium hosting.

I have upgraded to Illuminated, am still getting the same issue. Is there a delay before illuminated is effective?

My control panel shows package as
adfree-infinity-prime

staff needs to manually move you to the illuminated server, this could take a day or two

Its now been SIX days since I paid for the upgrade to illuminated, and have yet to here from anyone about when I can expect the upgrade to be completed.
