It's not the bandwidth, it's the CPU - during vbulletin install, it tends to hog the cpu for quite a chunk at a time. From watching others install it, they usually get the High Resource Usage suspension twice, but it never comes the third time cause each time you rerun the install it apparently is picking up where it left off until it's done.

Just got an update from vBulletin actually, you're currently under a temporary (possible permanent) suspension because your vbulletin license is not valid for the domain on your account. Should you choose to update it at vbulletin, let us know when that's complete, and we can unsuspend you after we re-verify it with vbulletin.
However, that is the -only- way to get unsuspended. If you choose not to update the license with vB, it's considered unlicensed and stays permanently suspended.

So I can only have one site using vBulletin "? Are you serious ? Thats fricken ridiculous, I pay 200 bucks for it I should be able to use it at my discretion
Thats vbullitans terms. a licence can only be used on 1 website.
Apart from moving the licence, you can also move the domain your licence is attached to here.
I also recommend x10premium. Way faster than free, no automated suspensions and guaranteed uptime.
