The ticket is for high resource usage (HRU). This means you were using too much CPU, too many processes, processes were running for too long, etc.

On the 3rd time, you cannot unsuspend yourself. You must confirm you will stop doing what is causing these supensions.

I would use CPanel to upload. Using PHP software can cause problems for large uploads.
