cPanel not working

I have bin trying to access cPanle on https://starka.x10hosting.com:2083/login/ with out any success and I would like to know why?

Have you tried https://starka.x10hosting.com:2082/? I'm able to access https://starka.x10hosting.com:2083 just fine although the 2082 is currently inaccessible for me. If you aren't able to access with port 2082, try using a third-party proxy service or ask your ISP if they are blocking those cPanel ports.
