Boru is not down and near as I can tell hasn't been for a minimum of 36 hours. You may be stuck waiting for DNS propagation, which is essentially where your ISP doesn't realize your site actually exists yet, so it says it doesn't exist or that the site is down when it's not.
Can you try http://boru.x10hosting.com:2082 and see if it loads? It loads here, so we know the server definitely is not down.
TOS breakers will be suspended regardless of race, creed, national origin, hair color, or favorite food. Thanks for your understanding!
