No it does not allow chat scripts to be hosted on their Free servers.

If the chat script and MySQL database is hosted on x10hostings servers, it will get your account terminated.
And vBulletin ... if you try to upload a nulled version or one without a license, it will get your account terminated.

And that is exactly what happened.
You have also admitted to uploading nulled vBulletin.
Now your account is permanently suspended for violation of the terms of service.
There is really nothing else to discuss.
