Free hosting TOS that you agreed to when you signed up for an account clearly forbids this. Feel free to upgrade to Illuminated or Premium hosting packages in order to be able to use the chat in your forum.

If the chat script/MySQL is hosted on x10hosting, it is not allowed.

If the script and MySQL is hosted somewhere else, it is allowed.

Chat scripts are resource intensive and allowing them on crowded Free servers would grind the servers to a halt.

If it's an addon for PHPbb then it's quite likely one we don't allow; so far to date I have found 0 addons for PHPbb that don't utilize the mysql connection PHPbb establishes to do the shoutbox/chatscripts.
