Can't access my website

Hey guys, I can't seem to access my website, which is strange because it was working about an hour ago. I keep getting the message:

Also, my access to PHPMyAdmin seems very slow, I normally have to wait about 10 mins before each page loads.

Edit: It seems to have mostly fixed it's self, however PHPMyAdmin is still rather slow.
