Chopin seems to be having intermittent problems with MySQL, making diagnosing the cause difficult. The admins have been working on it, in between their other duties, but there is as of yet not estimate as to when the issue will be resolved.
Be sure to read all pages linked in this post; they have further information that should prove useful.
