"index.pl" with 755 mode showing FORBIDDEN

Hello,
As i already asked you by message: Why this is happening?
I try to reach index.pl with IE8 and shows up a Forbidden message.

"Forbidden
You don't have permission to access /index.pl on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request."

Why this is happening?

cgi (Perl and Python) is disabled on the Free Servers and will not be enabled on an individual basis.
