Hello,
Please change my php.ini configuration with :
allow_fopen_url On
allow_url_fopen On

Because Drupal 7 does'nt work in your standard configuration

The php.ini settings are for the entire server, not just your account.

They are not going to change them.

Drupal 7 does work, but some things have to be done manually.
