Where can I find the php.ini file to change activate cURL?

We do not allow users to make changes to php.ini on our shared hosting.

So cURL is not available then? Or can you activate it?

cURL should be enabled, though some ports may be blocked by firewall. It is possible that not all functions within the cURL library is available though, in which case there's no way to get them enabled on free hosting.
