How do I open a new hosting account my other one got suspended

You'll have to wait until your account is automatically deleted after at least 14 days from the date of suspension. The TOS states that only one account is allowed per individual, and your permanently suspended account is counted. So when your account is deleted, then you can try and sign up again.
