Can I work on my hosting account ( adding posts, plugins ... ) but when someone visit it sees just a welcome message ?

Are you using some kind of CMS?

If so, you may have the option to set your site "offline" while you do the updates.

I think the easiest way to do this is create a file named index.html that is your welcome page. When you visit your website like http://example.com/ it will really go to http://example.com/index.html, so everyone will be able to see your welcome page and not your wordpress. When you want to view your wordpress, go to http://example.com/index.php.

If you don't know how to code HTML, you can find a pre-made "Under Construction" page and just ask for help how to edit it to your needs in http://x10hosting.com/programming-help

I believe you need this plugin to take wordpress offline if you want to go that route instead: http://wordpress.org/extend/plugins/maintenance-mode/
