High Resource Usage - Suspension 1 & 2

i have been suspended for the above reason,which is now resolved, i wonder how much bandwith and web disk usage can be counted as a high resource usage , i want to know this so thah a do not get suspenden in the future

However my problem now is after the unsuspension my site is not loading as before,how long will this happen(This problem has been since about 5-6 hours)
