No, since nulled scripts are warez and warez is clearly forbidden in the TOS you agreed to.

Under a permanent suspension all access to the account is forbidden - the account will automatically erase itself sometime after a minimum of 14 days (could be longer, some were in the queue well past 1 month).
Until the current account is removed, a new account cannot be created. We also cannot expedite the erasure of your current account - you will have to wait until it is automatically removed.

so it will be removed and after removal i can create another account with the same email and username? is it true?
