Remote connecting to my MySQL database

Hi, I have set my ip address in the Remote Database Access Hosts within the cPanel of my account. I tried to connect to the database I have with Navicat Lite but I cannot connect, I get a timeout. I tried mysql.x10hosting.com, and my domain but no luck. Any help would be appreciated. Thanks!

Remote access to the free MySQL server is not allowed. It is blocked by the firewall. The list of remote hosts is only for servers behind the firewall.

And access will not be granted.
