Website down

My site is down and the cpanel error that is showing up says the dns cache needs to be cleared on your side. Im not sure if thats true because the other possibilities are:

The IP address has changed.
There has been a server misconfiguration.
The site may have been moved to a different server.

I have not changed any settings or carried out any updates on the site in a while.
