How long to become active

I have just opened an account about 14 hours ago

I want to ftp to this address site to store my page etc.
There is no ftp connection to polypsychic.x10.mx
Indeed I cannot even ping this URL
Should I give it time to become active
The email I got said it was set up, I assumed that meant I could use it
