Have you really tried to do this when you were un-suspended?
but i disactivated all plugins then why there is still high resource usage , see my website gets much traffic

If your getting enough traffic to continuously suspend your account and you have all the plugins disabled, your going to need to upgrade to premium.

PLEASE ATLEAST READ YOUR PREVIOUS THREADS AND SOLUTIONS POSTED THERE BEFORE CREATING A NEW THREAD.
That being said, I’m pretty sure that you are on Windows and I’m going to list the following steps which would certainly help to you to avoid yet another “definite” suspension (16th time ???).
You will need to use FTP. Don’t even bother thinking about cPanel’s File Manager to do this. Your website is a big-big resource hogger.
STEP-BY-STEP GUIDE TO AVOID YET ANOTHER HRU SUSPENSION:
1. Download FileZilla if you don’t have it. The link is

2. Open FileZilla and copy-paste the following details in FileZilla:

Host: ftp.murtaz52.x10.mx
Username: YOUR_CPANEL_USERNAME
Password: YOUR_CPANEL_USERNAME_PASSWORD
Port: 21
----------------------------------------
(If you don’t know your cPanel username, ask for it before requesting for un-suspension on the same thread.)
3. Be online here on x10 forums.
4. Request for un-suspension and keep continuously checking this thread/page for staff member’s reply.
5. As soon as, some staff member(may be Livewire) un-suspends your account. Click “QuickConnect” in FileZilla.
DO NOT EVEN ATTEMPT TO BROWSE YOUR WEBSITE NOW.
6. Go to your www or public_html directory and open it. Then, rename this file - wp-config.php
or even better just delete it. After this step, your account will remain un-suspended unless you mess it up again.
DO THE SAME FOR ANY SUB-DOMAIN/ADD-ON DOMAIN THAT YOU MAY HAVE.
###TRIAL AND TESTING ON DESKTOP (NOT HERE ON x10 SERVERS.YOU HAVE BEEN GIVEN ALREADY ONE TOO MANY CHANCES TO DO THAT)
7. Now, take a backup if you don’t have it already on your desktop.
8. Install XAMPP. Copy your backup there and open Task Manager (Ctrl + Alt + Del), click the performance tab.
Now, load/refresh your local WordPress website and you will see the spikes in “CPU Usage History” – the reason for which you have suspended.
*In your case, these aren’t actually spikes. They are more like plateaus- CPU usage surges and stays flat. Just some seconds before auto-kill, it finally comes down to normal/acceptable.
Do the trial testing with modules/plugins/components on your desktop.
See what’s causing them. (EVERYTHING HAS BEEN ALREADY MENTIONED IN PREVIOUS THREADS.SO NO POINT IN REWRITTING THEM HERE)
When you are confident enough that you have brought it down to say 3-15% on your desktop. Then upload it again.

3. Unable to bring down those usage spikes down, then consider some other CMS – Drupal or Joomla. They are equally good if not better.
4. Use the Search Box provided here in the forums.
5. If you couldn’t understand what is written here, ASK FOR HELP!
6. Don’t create new threads for the same issue time and again.
7. Finally, don’t post one-liners here in free hosting section. They don’t help in any faster resolution.
