Php versions have not existed here for over a year. It's all set to what was previously called intermediate level (which was the highest for free hosting). If you can't get that function to work, then there is nothing that we can do because php functions are not activated nor deactivated on user request. It affects the whole server, not just individual accounts.

For further clarification, session_start is enabled on the PHP configuration that is used on Free Hosting accounts.

It already is what used to be called intermediate. There is no higher nor lower version of php in free hosting anymore. There hasn't been for over a year.
