Neither forum username nor hosting(cpanel) username can be changed.
But,if you are really interested in changing your cPanel username, then you will have to request for your current hosting account to be deleted and then you will have to sign up again for a new hosting account.
I would not recommend this as you may have to wait for at least 14 days for the hosting account deletion.

Another possible solution would be to swap usernames.
