"cheap price" usually means nulled or otherwise compromised.
I suggest you go to the websites for the two scripts and ask that they verify your purchases.

dear bro serial is verify but that number used by 3 user same time thats the difference in short we 3 user contribute $$ and get 1 liscence and we are using 3 but 2 are not online so its mine

vB and IPB do not share licenses.
You need a separate license for each script.
You need a separate license for each install of vBulletin. ie, there is no "3 site" license.
The same with IPB.
If you install a non-valid script, your Free Hosting Account will be closed. If you feel that you can convince the Admins it is a valid script, go ahead.
