Maximum file size ftp

Hi can you tell me if there is a way to increase the maximum size that a file must have to be uploaded by ftp?

In order to control copyright abuses and to restrict users from using our web-servers as their personal storage, we have restricted the maximum upload file size using FTP and cPanel File Manager to 16MB and 64MB,respectively.
