I am building a Noah's classified ads website with my own domain name and will offer it for free, will it be suspended? What I mean is in what reason it maybe be suspended? (ex. does it uses a high resource usage... etc?)

HRU isn't normally permanent unless it's hit repeatedly and never rectified; if the classified ads website is coded well it'll be hard to hit this though.

Other than that, check section 1 in the terms - make sure none of your users are offering/selling anything that's not legal to sell or that otherwise breaks the TOS (such as "DDoS Services offered for $10 per domain name), and you should be okay.
