Please check that permissions of directories under public_html are not 777. This would cause that error. Generally, files should be chmod 644 and folders 755. If that doesn't fix it, please post the contents of the .htaccess file you have in the public_html directory. If using cPanel file manager you'll need to enable the viewing of dotfiles to see it.
