If it's happening regularly and you don't want to change anything, then you'll need an upgrade to prime, illuminated or premium where the limits are higher.

No, only you can correct it either by fixing your site or upgrading to a paid package.
It's when your site is using too much of the server's CPU/memory, therefore exceeding any of the limits outlined here: http://x10hosting.com/wiki/HRU
Start by disabling any plugins and removing any unnecessary site components.
