Cant get pages to work

Hi

I have added a page index.html to /home/herbertm/public_html/ but i cant seem to access it!
Please could you explain what I\'m doing wrong?

As the account is new the server may still be building the path to the correct files for your account. For that reason, it can take up to 48 hours for the account to become fully functional. If you're still experiencing the issue after 48 hours, please let us know by replying to this ticket. Until then, clear your browser cache and flush your DNS at regular intervals.
