I was trying to install movable type but all i get is 403 forbidden message.Any help?

I was trying to install movable type, so downloaded movable type and unzip it and uploaded mt-static into public html and other files and folder into cgi-bin folder, but when i go to my site, only the index page is accessible and other things like mt.cgi shows 403 forbidden message. Any help? Am I suppose to do something else.HELP

MT is run via Perl

Perl has been disabled on the Free Hosting Servers and there are no immediate plans to enable it.
