Chopin's ftp seems to be hanging badly

I've noticed since yesterday that there seems to be this heavy hang on the FTP on Chopin, it doesn't effect small file's but anything over a meg I have trouble uploading. It does it with FileZilla as well as the CPanel uploader the file will just hang at 1% or 2% and barely move at all, I had to disable the timeout on Filezilla. Can anyone explain what might be going on (I'm suspecting its users abusing their free accounts). After awhile FileZilla will show a message saying 'ECONNRESET - Connection reset by peer'.

Just as a note, its not my internet speed, its hangs at 1% saying 60 kb/s the entire time

Is this still an issue? If so, I'll ask one of the Administrators to look into it. Sometimes this can be caused by packet loss en-route. Other times this is caused by high server load or a problem with the FTP Daemon/client.

Yeah its still an issue, it seems to have gotten worse actually, FileZilla is having trouble getting a directory listing now and can't even upload the file. I'll test and see if it may be my new ISP but I've never had problems with AT&T in the past.

Seems it might have been my internet (packet loss) but I'm still having minor connection drop-outs
