The only thing I see in your account is a .php file.

Make sure that the permissions on the file are set to 0644

P.S. The php.ini file you have won't do anything. There is only one php.ini file that works, and it is server wide and you have no access to it.

i have checked the file permission it is set to 0644

It doesn't matter now anyway. The system is showing your account as permanently suspended for having a proxy. That's against the Terms of Service and is dealt with under our zero tolerance policy. You can have no further access to the account or its files/databases as outlined in section 8 of the ToS.
